Paracraoh 1. There is a statement regarding how a shortage of <br /> <br /> <br />personnel and dollars has created a listing backlog. This is true, but it <br /> <br /> <br />should be followed by the statement that "The complicated and detailed <br /> <br /> <br />listing process mandated by the Act, combined with an elaborate review <br /> <br /> <br />process of the listing action, further compounds the problem." <br /> <br />Pace 11. Paraqraoh 1. The use of the woodland caribou as an "extinct" <br /> <br />species, as mentioned here and also on page 34, is in error. The Service <br /> <br />received a petition to list this species in Montana in 1984. Our last <br /> <br />finding was "not warranted", and the species was given a 3A classification. <br /> <br />However, the species is not extinct. We simply do not have a listable <br /> <br /> <br />"population" now and cannot confirm that one ever did exist. This should <br /> <br />not be counted as a species that was classified as extinct after being <br /> <br /> <br />classified as a category 2. The woodland caribou does not technically fit <br /> <br /> <br />in 3A, 38, or 3C. The Service realizes that we need to adopt another <br /> <br />classification for category 3 to include species like the woodland caribou. <br /> <br />Page 11 and Appendix I are erroneous in concluding that some 33 other <br /> <br /> <br />species became extinct in the past 8-10 years. The dates that these species <br /> <br /> <br />were reclassified to the category of 3A are when the Service accumulated <br /> <br /> <br />sufficient evidence that the species was actually extinct. Extinction for <br /> <br /> <br />nearly all of these species occurred long before 1980, but was not <br /> <br /> <br />certifiable until more data were made available in subsequent years. <br /> <br />2 <br /> <br />28 <br />
