First item. While the program mission statements depict a majority <br /> <br /> <br />of the program actions, there should be an additional item: "To work to <br /> <br />recover species until they no longer need protection of the Act." <br /> <br />PaGe 3. Second item. The Service does not have the authority "to restrict" <br /> <br />the actions of Federal agencies. Pursuant to Section 7(a)(2) of the Act, <br /> <br />the item should read "To consult on actions authorized, funded, or carried <br /> <br />out by Federal agencies that may affect listed species or their critical <br /> <br />Habi tat." <br /> <br />PaGe 4. Paraqraoh Z. This paragraph does not reflect all of the purposes <br /> <br /> <br />of the Act as defined in Section 2(b). In addition, the mechanism for <br /> <br /> <br />meeting the Act's purposes found in Section 7(a)(1) should be discussed <br /> <br />here. <br /> <br />Pace 5. Paracraoh 1. This sentence is not true. Section 7(a)(2) requires <br /> <br /> <br />consultation on any "may affect" situation, including a conservation <br /> <br />practice for one listed species that "may affect" another listed species. <br />This does not occur frequently. <br /> <br />27 <br />
