The subject draft report has <br />been reviewed at all levels of the Fish and Wildlife Service (Service). <br />Please find our response attached. The endangered species program, as you <br />are aware, is incredibly complex. The Service acknowledges the overall <br />theme of the report: a lack of sufficient resources to effectively <br />accomplish the goals of the Endangered Species Act of 1973 (Act). <br /> <br />Concurrent with the Inspector General's Audit the Service has just completed <br />an internal control evaluation of the endangered species function. There <br />were three identified control weaknesses: (I) policies and procedures for <br />endangered species elements are not available or need revision; (2) clearly <br />stated goals and objectives not promulgated to all employees; and (3) no <br />adequate system for reporting of expenditures, accomplishments, and status <br />of species and recovery plans. This evaluation has established a series <br />of planned corrective actions over the next year or so. These should <br />greatly increase the effectiveness of the Service in meeting many of the <br />obligations you also have identified in this audit. In an effort to seek <br />better ways of doing business the Service is developing a major endangered <br />species initiative to maximize efficiency and planning for the endangered <br />species activity. <br /> <br />In Attachment I, the Service has responded to each of your recommendations <br />and pointed out any disagreement with the report's findings. <br /> <br />/ <br />,.~./ / /--1:7/.
