The Service is not aware of exceeding the Congressional mandates on

reporting of reprogramming of funds such as these.

Pace 26. ParaGraoh 2. This page mentions the need for elaborate tracking

of Section 7 consultations and the species involved. We have previously

come to an agreement with Congress on the annual reporting of reasonably

identifiable expenditures for each listed species.

PaGe 31. Recommendations 1 and 2: The Service regularly appraises program

accomplishments and achievement of objectives as outlined in the annual

Work Activities Guidances. The just completed control evaluation identified

the need for improved reporting within the Service. The Service does not

concur with items (a), (c), and (d) of recommendation I, primarily because

of the increased burden of time this would put on staff in the field, and

take away from time that is being spent on listing, recovery, and

consultation activities. Item Ib is being tracked at the field level but
not reported to Regional or central office levels. Item Ie has been

implemented, the first report on expenditures was sent in January, and the

first reports on plan and species statuses are not due until after this
Fiscal Year.

PaGe 2 of Aooendix 1. Styrax oortoricensis is incorrectly listed as extinct

in Puerto Rico. This species has recently been rediscovered in the

Caribbean National Forest. See previous comment of when the other species

became extinct.

8

34
