<br />I~ ) 'I"" <br /> <br />. <br /> <br />~ <br /> <br />, <br /> <br />. <br /> <br />0033~7 <br /> <br />How is the Program Organized? <br />The Water Conservation Board has direct responsibility for carrying <br /> <br />out the program. The Water Conservation Board utilizes a technical <br /> <br /> <br />advisory group including knowledgeable scientists from CSU, Bureau of <br /> <br /> <br />Reclamation, the National Center of Atmospheric Research and the National <br /> <br /> <br />Weather Service. The Conservation Board contracted with John LeCompte <br /> <br />to serve as "Colorado Weather Modification Coordinator" for one year <br /> <br /> <br />starting in October 1977. In this position he has the responsibility <br /> <br /> <br />for coordinating all of the activities of the program and providing <br /> <br /> <br />quality control for its conduct. Public information services are also a <br /> <br /> <br />primary responsibility of the weather modification coordinator although <br /> <br /> <br />some individual requests are handled at other levels. Mr. LeCompte is <br /> <br /> <br />an experienced atmospheric scientist fully acquainted with the technical <br /> <br /> <br />and societal aspects of weather modification in Colorado. He is directly <br /> <br />responsible to the Water Conservation Board. <br /> <br /> <br />Contracts have been made with experienced Colorado weather modifica- <br /> <br />tion companies to conduct the actual cloud seeding. Western Weather <br /> <br />Consultants of Durango carries out the cloud seeding for the southern <br /> <br />and central mountain areas and provides weather forecasting service for <br /> <br />the entire state. Colorado International Corporation of Boulder carries <br /> <br />out the cloud seeding for the northern mountains. An additional contract <br />, <br />for (1) providing necessary upper air observations for the operating <br /> <br />program, (2) space and support for the weather modification coordinator, <br /> <br /> <br />(3) monitoring of both Colorado and Utah seeding materials, and (4) <br /> <br /> <br />technical assessment,has been made with Colorado State University. The <br /> <br /> <br />regulatory aspects of the program are independently handled by the <br /> <br /> <br />Director of Natural Resources as specified by the Colorado Weather <br /> <br /> <br />Modification of 1972. <br /> <br />2 <br />
