<br />')' .' <br />P' '.) ~ <br />~, ,,,. <br /> <br />003346 <br /> <br />COLORADO EMERGENCY WEATHER MODIFICATION PROGRAM <br /> <br />1977-1978 Water Year <br /> <br />Interim Report <br /> <br />PART I: EXECUTIVE Smn1ARY <br /> <br />What is the Colorado Weather twdification Program? <br /> <br />The-Colorado Weather Modification Program is designed to augment <br /> <br />snowpack in the Colorado mountains for supplementing the state's water <br /> <br />supplies. It is based on the 17 years of accumulateQ research results <br /> <br />in the Colorado Rockies by Colorado State University and the Division of <br /> <br />Atmospheric Water Resources of the Bureau of Reclamation. The present <br /> <br />Colorado weather modification program was initiated in February 1977 in <br /> <br />response to severe snow drought in the Colorado mountains. Support for <br /> <br />its continuation for the 1977-78 water year was provided by the Colorado <br /> <br />Legislature through House Bill No. 1722, 52nd General Assembly. That <br /> <br />bill provided the sum of $300,000 to the Colorado Water Conservation <br /> <br />Board for weather modification (winter snowpack augmentation) in the period <br /> <br />November I, 1977 through April 30, 1978, and the further sum of $50,000 <br /> <br />to evaluate the results of the program. The Bill stipulates that additional <br /> <br />amounts equal to at least one-half of such appropriation be provided from <br /> <br />sources other than the state appropriation for matching funds. The Colorado <br /> <br />Water Conservation Board requested and waS granted $600,000 of additional <br /> <br />support from Federal drought emergency funds through the Bureau of <br /> <br />Reclamation and $16,500 of contributions from various local interests in <br /> <br />the state. An additional $25,000 (and observational instruments) was provided <br /> <br />by the Bureau of Reclamation for specific observations and analyses related to <br /> <br />their program planning for the Colorado River Basin. <br /> <br />1 <br />
