FOREST SERVICE, and ERS WILL relate management <br />activities to NED component needs. The component <br />n.eed for resources development ~it\ vary according <br />to assumptions which define alternative futures. <br />There should be at least one management stragegy <br />for every level of component need identified. <br />Examine component needs and the management activi- <br />ties to determine which are comp~ementary and can <br />be grouped into sets. <br /> <br />There will be at least one set of complementary <br />management activities which meet NED component needs <br />for each assumption about the future. These sets <br />provide the nuclei for alternative plans which will <br />be formulated and evalua~d in succeeding steps. <br />Recheck to be sure all relevant means (management <br />activities by response units and LCUs) for meeting <br />each of the component needs have been identified. <br />Considering Phase I I D and the above, reflect NED <br />opportunities in terms of lP activities, inputs, <br />outputs, transfers, net revenue, and restraints. <br />Run LP for 1985. 2000. and 2020. Tabulate these <br />solutions by multi-objective account system. <br />(For example, consider component of the NED objec- <br />tive of increased or more efficient production <br />through improved irrigation practices. The NED <br />opportunity might be increased water supply in <br />August through water storage. With water shortage <br />the irrigated barley yield projected for 1985 is <br />65 bu/ac. With a greater water supply, the yield <br />might be 85 bu/ac. When this change is identified <br />with ,affected leu acreages and plugged into lP, a <br />change in total net revenue occurs.
