<br />., <br /> <br />. <br /> <br />. <br />STATE OF COLORADO <br /> <br />., <br />, <br /> <br />WATER QUALITY CONTROL COMMISSION <br /> <br />4210 East 11th Avenue <br />Denver, Colorado 80220 <br />Phone (l03l 331-4525 <br /> <br />SUMMARY OF PROCEEDINGS/MOTIONS <br />OCTOBER 1 and 2, 1990 <br /> <br /> <br />The Colorado Water Quality Control Commission regular meeting was called to <br />order by Chairman Pearson at 9:00 a.m., Monday, October 1, 1990 in the <br />Colorado Department of Health Building, room ISO, 4210 East 11th Avenue, <br />Denver, Colorado. <br /> <br />MEMBERS PRESENT: <br /> <br />Shirley Phillips Ela, Mary J. Gearhart, Sue Ellen Harrison, Connie King, <br />Shawn McGrath, Jan G. Laitos, Robert Pearson, and Florine Raitano. <br /> <br />PUBLIC COMMENT INFORMATIONAL HEARING: <br /> <br />The Commission held an informational hearing to receive public comment on <br />water pollution problems within the state. Comments were received from <br />Tom Looby regarding the final Colorado Environment 2000 report, and from <br />representatives of various communities regarding Big Dry Creek wastewater <br />treatment service planning efforts. <br /> <br />REVOLVING FUND/INTENDED USE PLAN RULEMAKING HEARING: <br /> <br />Hearing Chairman Laitos opened this rulemaking hearing to consider <br />revisions to the Revolving Fund Rules, 5.2.0 (5 CCR 1002-21) and adoption <br />of the FY 91 Intended Use Plan, -5.17.0. An explanation of the proposal <br />was provided by Division staff. No public comments were provided. <br />Following the close of the hearing, Commissioner McGrath moved approval of <br />the revisions to the Revolving Fund Rules as proposed in the hearing <br />notice, and adoption of the revised draft of the Intended Use Plan <br />provided to the Commission today, along with the accompanying Statements <br />of Basis, Specific Statutory Authority, and Purpose. Commissioner Raitano <br />seconded the motion. The motion carried unanimously. <br /> <br />HYDROLOGIC MODIFICATIONS STATUS REPORT: <br /> <br />Commissioner Raitano provided a brief status report regarding the efforts <br />of the technical subcommittee to address issues relating to a potential <br />hydrologic modifications nonpoint source management program. Following <br />discussion, the Commission agreed that the product from the technical <br />subcommittee should be provided to the legal subcommittee for its input, <br />with the overall package then provided to the Nonpoint Source Task Force <br />for review, and subsequently to the Commission for action. Commission <br />review of the package was tentatively targeted for January or February, <br />1991~ A statue report regarding this item will be scheduled for the <br />December Commission meeting. <br /> <br />, <br /> <br />1599 <br />
