<br />001986 <br /> <br />Typically, federal projects develop an Annual Operation Plan (AOP) that outline intended operations <br />of reservoirs given probable inflows and operating criteria. Standard Operating Procedures (SOP) <br />document operating criteria as well as contracts with operating entities, river compacts, court decrees, <br />and authorizing legislation. Reservoir operating criteria primarily consists of: <br /> <br />. Attempting to fill a reservoir during the spring runoff season while avoiding spills or <br />violation of Corps of Engineers (COE) flood control criteria. <br />. Attempting to empty a reservoir to a target space before beginning of next runoff season. <br />. Meeting downstream project demands. <br />. Respecting direct flow rights. instream flow requirements and channel capacities. <br /> <br />Direct flow rights (also called natural flow rights) are senior non-project water rights downstream of a <br />reservoir. Project water rights are those diversions associated and dependent upon a given reservoir <br />project. <br /> <br />San Juan - Chama Proiect <br /> <br />San Juan Chama (SJC) Project diversion consists of three diversion points that accumulate upstream <br />diversions into a series of tunnels. Each SJC Project diversion is limited by a minimum bypass, its <br />diversion capacity, and upstream diversions. In addition, annual diversions are limited to 270,000 <br />acre-feet and the lO-year total diversion is limited to 1,350,000 acre-feet. The capacity of Heron <br />Reservoir must also be respected. These operation restrictions can be expressed mathematically as: <br /> <br />. Rio Blanco Diversion = Minimum ([Natural Flow - Minimum Bypass], [Capacity]) <br /> <br />Rio Blanco Diversion has a minimum bypass of IS to 40 cfs. <br />Blanco Tunnel has a capacity of 520 cfs. <br /> <br />Note: The Minimum notation used above indicates that the Rio Blanco <br />diversion is limited to the lessor of the (natural flow - minimum bypass) or the <br />tunnel capacity. The sOJlle notation is used in the follow criteria descriptions. <br /> <br />. Little Navajo Diversion = Minimum ([Natural Flow - Minimum Bypass], [Capacity], <br />[Combined Capacity - Rio Blanco Diversion]) <br /> <br />Little Navajo Diversion has a minimum bypass of 4 to 27 efs. <br />Little Oso (Navajo) Tunnel has a capacity of ISO cfs. <br />Combined capacity is 550 cfs. <br /> <br />.
