001985

CHAPTER 4
MODEL INPUT DATA AND OPERATING RULES

Node by Node Description

There are approximately 126 water user nodes in the SJRIP Hydrology model. Each of these water
users may have one or more depletion categories mapped to it as was described in the previous
section. Appendix F shows a node summary with mapping and configuration details. The table
headings are described as follows:

. RWNODE = RiverWare node name
. STA NUM = Station number
. UC = Use code
. HC = HUC Combination
. Acres = Irrigated acreage.
. HUC % = HUC Percentage
. Depl % = Depletion percentage
. HUC = Hydrologic Unit Code
. Unit = Unit
. CAT = Depletion category
. COUNTY _ ST = County and state in which the water use occurs
. MIN _ EF = Minimum Irrigation Efficiency
. MAX _ EF = Maximum Irrigation Efficiency
. SEvap = Sprinkler evaporation rate
. Inc Loss = Incidental Loss Rate
. Der _Date = Water rights decree date

For further definitions of terms see preceding sections of the docoment.

Operating Criteria

The San Juan River Basin consists of a combination of federal and non-federal projects, diversions,
and reservoirs. Natural flow rights, storage rights, and supplemental use water rights exist. Vallecito
Reservoir (pine River Project), Lemon Reservoir (Florida Project), and Jackson Gulch Reservoir are
federal projects which provide supplemental water to irrigated lands. Navajo Reservoir stores water
for Navajo Indian Irrigation Project (NIIP). San Juan Chama Project is a transbasin diversion which
conveys water to Rio Grande Basin. Cascade Reservoir is a non-federal off-stream reservoir that
produces hydroelectric power. Dolores Project imports water from Dolores River Basin.

Historically, projects and reservoirs in San Juan River Basin operated independently. One exception
is that shortages to NIIP must be shared by all other contractors of Navajo Reservoir water.
Although no shortages have occurred to date, operating rules had to deal with this possibility.

DRAFT - SJRIP Hydrology Model Documentation
June 18, 1999

46
