lHH987

. Azotea Tunnel = Rio Blanco Diversion + Little Navajo Diversion + Navajo Diversion

Azotea Tunnel has a maximum capacity of 950 cfs.

. Heron Reservoir Storage = Maximum of live capacity, Minimum of inactive capacity

Pine River Proiect (Vallecito Reservoir)

The main function of Vallecito Reservoir is storage of irrigation water for full service and
supplemental supply. CaE flood control regulations and National Weather Service (NWS) runoff
forecast are used to determine maximum allowable storage while filling the reservoir. General
operation criteria are:

. Maximum release = 2,500 cfs
. Minimum release = 20 cfs hydropower penstock
. Target elevation on December I = 7,646 feet.

Navaio Reservoir

Navajo Reservoir is the largest Reservoir in the basin. It fulfills all the traditional roles of any large
reservoir. It has an in-reservoir diversion facility for NIIP. There is some power generation but it is
incidental to the reservoir operation and is not managed for such. CaE flood control regulations and
National Weather Service (NWS) runoff forecast are used to determine maximum allowable storage
while filling the reservoir. General operation criterial are:

. Maximum release = 5,000 cfs
. Minimum release = 250 cfs
. Minimum elevation = 5,990 ft. (modeled at 5985 ft, see the Min. Navajo Reservoir Elevation
section in Chapter 4.)
. Fish release rules are followed during the runoff season (See chapter 6)

Florida Proiect (Lemon Reservoir)

The Main function of Lemon Reservoir is storage of irrigation water for full service and supplemental
supply. Reservoir operations must respect direct flow water rights, an instream flow requirement of
4 cfs, a Durango M&I demand of 8.9 cfs (capacity), and project demands. The Annual Operation
Plan (AOP) uses NWS forecasted inflow and follows CaE flood space requirements. Capacity of the
outlet works is 910 cfs.

. Minimum release = Minimum ([4cfs + Durango M&I (max 8.9 cfs)],
[Maximum{non-Project Irrigation demand, reservoir inflow}])

. Maximum release = Maximum ([total irrigation demand], [910 cfs], [supply])

DRAFT - SJRIP Hydrology Model Documentation
June 18, 1999

48
