The Committee will be given sufficient time to resolve' any problems. <br /> <br />3.3 ORGANIZATIONAL STRUCTURE <br /> <br />Recommended organizational structure to implement the Platte River Habitat Conservation <br />Program includes a ConserVation Committee and staff to implement the Committee's decisions. <br />The functions, responsibilities, and membership of the Committee and staff are described below. <br /> <br />3.3.1 Conservation Committee <br /> <br />The Cooperative Agreement will establish a Conservation Committee pursuant to Sections 2 and <br />4 of the Endangered Species Act as well as other applicable laws. The Committee ~i1l be <br />responsible for establishing policies for the Program, providing oversight and directiOli for all <br />Prognim activities, approval of annual operating and capital expenditure budgets, resOlution of <br />differences among the Program participants; approval of plans, including" the annu3.I o~niting <br />, , <br />. , , " , . . -' , <br />plan, long rnnge' plans, etc. The' Committee will' be 'responsible for assessing the overall <br />, , , <br />effectiveness of the Program, meeting Program goals in a timely and effective manner, and will <br />be ultimately responsible for coordinating all Program activities to achieve Program purpose and <br />goals. <br /> <br />Membership in'the Conservation'Committee'will inc1udethe following: <br /> <br />1.
