" ". < <br /> <br />" <br /> <br />" > <br /> <br />, ,""': _I~ r,:~.f_. _ <br /> <br />'.... !',-."' ~i"" <br /> <br />3.1 INTRODUCTION <br /> <br />The Program described in this document provides a framework for implementing measures to <br />restore and conserve threatened and endangered species habitat on the Platte River in Central <br />Nebraska. The Program will be carried out by a Conservation Committee made up of <br />~ 6~ W,NE. wv <br />representatives of the Department of the Interior, thfe1 rta~, water velopmen' terests, <br />conservation organizations, and Kingsley interests. (Combination of Central Nebraska Public ~ <br />Power and Irrigation District and Nebraska Public Power District). <br /> <br />3.2 COOPERATIVE AGREEMENT <br /> <br />~ wid~~ <br /> <br />The Secretary of the Interior and the Governors of the three States will exire a Cooperative <br />, \ <br />Agreement endorsing and adopting this Program and establishing a ~gh-Iev~ Conservation <br />Committee charged with overseeing implementation of the Program. The Cooperative <br />Agreement will incoiporate the terms, objectives, and undertakings of this Program and will <br />commit each party to its timely implementation. The Cooperative Agreefent JYill b~xecujeQ <br />~ .Ao '-" ~'!If~ <br />und~r the statutory authority of the Endangered Species Act and er a ropna e ederal and <br />Stat~ laws. Participation in the Program does not in any way diminish, detract from, or add to <br />the authority and responsibilities of the States or Federal government. <br /> <br />. 'V~ . <br /> <br />~ <br />~? <br /> <br />Beyond the role of the Secretary and the Governors, it is apparent that a commitment on the part <br />of conservation organizations, water development associations, and Kingsley interests will be <br />required. For that reason, jnte ested parties wishing to participate in the Program, including <br />UJ;>JUv <br />water , conservation organization~and Kingsley interests.>\. will enter <br />into supporting resolutions that set out the respective parties' expectations and responsibilities <br />for the Program's provisions. <br /> <br />32 <br />
