This concern ot each of the States at the lU.o Grande Baa!n Me <br />been und.erstood and fully considered during preparation of the plan of <br />improvement tor the Uiddle Hio Grande and, to sateguard. the rightful <br />intereste ot each etate, the proposed improvements 1n' New 1Iexlco have <br />been planned to be conetructed and operated in full accordance with the <br />tenM of the H..1o Grande Compact. The Compact 18 an inetru.ment of law <br />subscribed to by the States of Colorado, New Uexico, and Texas" and <br />approved by the Congress of the United States, which prOVides tor equitable <br />allocation or the waters of the dio Grande Basin above Ft.. Quitman, Texas, <br />between the three statel, and governs the construction and operation of <br />all future reservoirs in the upper basin tor that purpose. The foregoing <br />recanmendat10ne tor conetruction and operation at the nood control <br />improvements in New ~xico as planned by the district aOO division <br />engineers, are conditioned on full compliance with the compact and pro- <br />viaions are included tor such modifications of the plans within the terms <br />or the compact as may be found advisable, in the 1ntereets or eeonom;y- and <br />adequate 1\mction, and which are consonant wi th the responsibilities ot <br />the Corps ot Engineers tor }o'ederal flood control improvement\.'l('<<After <br />review or the COltlm9'nts ot the three states and with 1\111 consideration of <br />the conditions governing the project, I believe that the objections ot <br />Colorado and Texas can be resolved under the provisions of the compact, <br />theretore, 1 remain ot the opinion that the plan ot improvement proposed <br />by the reporting officers is Boond and that the improvements tor which it <br />provides, can and should be constructed and operated in accordance with <br />the terms of the Rio Grande Compact as recommended.11 <br /> <br />15.
