The improvements <br />constituting the nced control phase of the comprehensive plan are eco- <br />nomically jUfttlf1ed and are essential to the economic stabilization, pres- <br />ervation, and future progress of the entire region of central New Mex1co. <br />I, therefore, recommend that the comprehensive plan of development for the <br />Rio Grande and tributaries, New )lexico, be approved, and that the noed <br />control phase, consisting of Chino lam and Reservoir, Cham1t.a Dam and <br />Reservoir, Jemez Canyon Dam and Heservolr, Rio Grande fioodway, am Blue- <br />water Floodway, be authorized tor construction by the Fede",l government <br />in substantial accordance with the plane ot Ule district engineer with <br />such modifications as in the discretion of the Chief of Fncioeers and the <br />Secretary ot the A.:rmy may be deelD8d advisable, at an elltiJDat.ed cost to the <br />United States of t75,665,800 tor construction and $558,200 annually for <br />operatioo, maintenance, and major replacements, subject to U1e provision <br />that all nood control worke be operated in accordance with the terms or <br />the aio Grande Compact, ilnd provided turtMr that local interests, through <br />their responsible agencies, furnish aSlSurances satisfactory to the Federal <br />government that they will contribute, in CAsh, $75,000 to the cost of con- <br />structing the culvert under Federal Highll&Y 66, & part of the Bluewater <br />noodway, and that they will. <a) furnish without cost to the United <br />States, all lande, eae8mnts, and rights-of-way tor noodway constNc'Lion <br />and subsequent channel maintenance, when and as required; (b) hold and <br />eave the United Staue tree tram all claims tor damages due to the nood- <br />ways conetJ"'llction works; (c) make all highway relocations, highway bridge <br />alterations or replacements, and utility relOCAtions, necessary for tlood- <br />way construction; and (d) ma1ntain all levees, including new and rebuUt <br />levees as integral sections are completed, aM the Bluewater Floodway <br />worlaJ art.er completion, all in accordance with regulations to be preecrlbed <br />by the Secretary of the A:rJIr,f.
