The division engineer concurs 1n <br />the conclusions and recom:nendat.lana at the diatr1ct enc1neer. <br /> <br />11. The Board of &ng1neers for River! and Harbor!. concurring 1n gen- <br />eral with the reporting officers. finds that the comprehensive plan pre- <br />pared by the district engineer in collaboration with other Interel!lted Fed- <br />eral and state agencies will provide for tne full development of the water <br />resources of the Rio Grande basin and that. the nood control phase of that <br />plan wl11 provide improvements essential t.o the eCQ'lom1c ,",Int.re of the <br />inhabitants of the bae1n. The Board recoamende that the comprehendve plan <br />be approved and that the nood control phase be authorized for construction <br />in accordance wi th the plans of the d1etrict engineer and in accordance <br />with the proposed sequence of construction, at an estimated cost to the <br />United State. of $75,665,800 for con.truction and &558,200 annually for <br />opere.tion, ~intena.nce, and major replacements, subject to certain condi- <br />tions of local cooperat1oo. The Board further recommends that the divi- <br />doo of work to be performed by the Federal government in constructing <br />the nood control improveclfmts be 1n accordance wi th the J.lemors.ndum of <br />A.greement between the Secretary of the A:rm;y and the Secretary of the <br />Interior, dated July 25, 1947, and that construction of Chamit.a Dam should <br />be .tarted prior to initiation of dredging in the Rio Grande Floodway. <br /> <br />12. ';'9 indicated in the report of the Beard of &\gineers for RiveN <br />and Harbors, certain local interests have objected to the proposed reser- <br />voir development on the Rio GNnde and its tributaries. Th1s objection <br />is based en a ccntention that the amount of storage now conte:nplated . <br />is not needed and on the fear that any upstream. storage :night adversely affect <br />downstream water supply. Careful study of this matter has indicated that <br />the volume of reservoir storage proposed by the district engineer is needed <br />for flood and aed1.:nent control. In addition, it appears that a method of <br />operation, in accordance with the tenns of the Rio Grande Compact, can be <br />established which will accomplish the objectives of this plan while prop- <br />erly safeguarding downstream water supply. It is 1lrf belief, there tore, <br />that the value ot this comprehensive plan tar outweighs the objectiona <br />expres~ed at this time. <br /> <br />1). The plan of improvement for the Il1ddle Rio Grande has been <br />coordinated with other Federal agencies concerned with water resources <br />developments and the camrents of the Department of the Interior, the <br />Depart.:lEnt of Agriculture, the Federal Power Conun1ssion and of the Inter- <br />national Boundary and Water Commission on rrr:t proposed report are set forth <br />1n accompanying letters trCXll. those acencies. The Assistant Secretary of <br />the Interior has pointed out in his ccu:nents that the proposed Bluewater <br />flooctwa.y may affect the sources of' water supply ot certain Indian pueblOS, <br />and that the !:tureau of Ind1a.n Affairs desires an opportunity to negotiate <br />with the Corp!! ot Knbineers on this aatter.
