<br />UUlJ96 <br /> <br />~, <br /> <br />as it now exists, should objeot to this development. <br /> <br /> <br />The tax problem in the State of' Arizona is be- <br /> <br /> <br />ooming peouliarly burdensome and every effort must be made <br /> <br /> <br />by all of the departments of the state to bring relief <br /> <br /> <br />therefrom, if it oan be done, and this oommission believes <br /> <br /> <br />that by the building of this dam, if it is praotical, and <br /> <br /> <br />the applioation of the power therein generated to the re- <br /> <br /> <br />sources available thereunder, a higher assessed valuation <br /> <br /> <br />oan be obtained and thus enable the s-tate to have grea-ter <br /> <br /> <br />taxable wealth, which would refleot i-tself to a marked degree <br /> <br /> <br />in a lower rate of taxation. <br /> <br /> <br />The entirely personal reasons given for this im- <br /> <br /> <br />provement and development oan be greatly enended, and -to <br /> <br /> <br />mention a few of them we only need to say that the building <br /> <br /> <br />of a dam at the site we propose to inves-tigate would benefit <br /> <br /> <br />the Boulder Canyon Project itself in that it becomes at onoe <br /> <br /> <br />a. great desilting agency, regualtes the river flow and is one <br /> <br /> <br />step toward a sartos of steps that should be taken along the <br /> <br /> <br />stream to realize i'ts full benofi'ts and advantages. <br /> <br /> <br />The construotion of the dam immediately oreates <br /> <br /> <br />another great inland _tor body whioh makes for navigability <br /> <br /> <br />and improves the river at least to that enent. It is a <br /> <br /> <br />further safeguard, if safeguards might be neoded, for flood <br /> <br /> <br />control, and we may mention in passing that this _s probably <br /> <br />, <br /> <br />" <br /> <br />" <br /> <br />a <br /> <br />< <br /> <br />18. <br />
