Our agrioul tural lands availab 1e for use by

pumping oover almost the whole of Western Arizona. Just

how muoh of this land oan be utilized from underground

waters by oheap power is yet speoulative but that muoh of

it oan be so used is a self demonstrating f'aot.

The northwestern part of this state is partioular_

ly rich in mineral resouroes and there are many known pro-

perties of great promise awaiting the time when the bodies

of ore oontained therein can be hendled by SOnle oheap

power, and without whioh they must lie for an indefinite

poriod. as under the conditions that now exist they are un-

able to pay the power expense neoessary to the removal and

trea-bnent of the ores taken therefrom.

As this Commission views the possibilities of the

application of power to mineral and agricultural resources

of' this state. and the necessity for oheap power for the

towns and villages of the state to mioh it can be tra.ns-

ported, it see1l\B mandatory that this permit be granted,

enabling Arizona to take such steps as she may horeafter see

fit to take, to develop the power possibilities of a resource

that is peouliarly her own, without coming in confliot with

Federal laws am rogulations. We say her own beoause we

know of no reason why any state. in view of the situation

17.
