Status - Feasibility reports were published in 1968 <br />and 1972, with a progress report in 1976. The <br />project was later incorporated into the Upper <br />Colorado Resource Study as the Yellow Jacket Unit. <br />However, a concluding report was issued in 1980 with <br />the finding that the project was not justified for <br />lack of demand for industrial water. <br /> <br />The CWCB is currently conducting a feasibility study <br />on the development of the Yellow Jacket Water <br />Conservancy ~istrict's water rights. The study, <br />which will be completed by January 1, 1983, is <br />examining both previously studied dams and new ones. <br /> <br />c. Issues - The uncertainties of energy development have <br />made it difficult to predict the water needs of the <br />area. Without oil shale or coal development to <br />financially support a project, it is unlikely that <br />one will be completed. <br /> <br />C. Other Projects <br /> <br />1. Azure Reservoir (Northern Colorado WCD) <br /> <br />a. Purpose - The primary purpose of the reservoir is to <br />generate hydroelectric power. An important secondary <br />purpose is to mitigate the impact of the Windy Gap <br />transmountain diversion project on downstream water <br />rights on the Colorado River. <br /> <br />b. Status - Preliminary studies are being initiated. <br /> <br />c. Issues - The major problem with this project will be <br />financing, but environmental questions will almost <br />certainly arise. <br /> <br />2. Windy Gap (Northern Colorado WCD) <br /> <br />a. Purpose - The primary purpose of this project is <br />supply water for Greeley, Loveland, Fort Collins, <br />Boulder, Estes Park and Longmont. It will divert <br />approximately 50,000 acre-feet per year through the <br />Colorado-Big Thompson system from a small diversion <br />dam located on the Colorado River just downstream of <br />the Frazier River. <br /> <br />b. Status - The dam and pumping facilities are currently <br />under construction and should be completed in 1983. <br /> <br />-5- <br />
