This

is the stipula tion under which the Sta te of Co] orado fina Ily

arranged to have the suit held in abeyance. Let us not he mis-

lead about the seriousness of this situat.ion. The stipulation

furt.her stated the people of Colorado must arrive at a physical

as well as an administ.rative solution to the indebtedness.

This project is the best physical solution to the problem

known to us. We cannot risk losing local control of our water.

Second assumption:

The analog model of the San Luis Valley

is fa ul tiess.

No one has stated that t.he analog model is faultless. The

analog model represents the culmination of many years effort

and hundred of thousands of dollars expense made principally

by the U. S. Geological Survey. Results obtained from the

analog model have been checked by the digital computer of

NASA. Tbe model represents a physical presentation of actual

condit.ions det.ermined to exist in the Valley. The Geological

Survey has had a great deal of experience in the analog model

presentation in other areas. The accuracy has been excellent

and there is no basis for misgivings in this case. Mrs.

Sutherland .tated that the analog model is no better than

the assumed data fed into it. The data built into the model
