The reHpon- <br /> <br />sibilityof this Board is to p.rotect the rights of the San Luis <br /> <br />I <br />Valley water users and in doing ~o it must promote more <br /> <br />efficient use of available water supplies; it cannot condone <br /> <br />inefficient use or waste of water. <br /> <br />Mrs. Sutherland states they were not informed of the action <br /> <br />taken. Action to introdnce this bill has been going on for <br /> <br />over two years. Every important development has been covered <br /> <br />in the four daily newspapers most widely circulated in the <br /> <br />San Luis Valley and by our local radio stations. In addition <br /> <br />to this the Valley Conrier carried a three part article last <br /> <br />year about this project presenting its history, developments <br /> <br />and objectives. The well documented facts hardly support <br /> <br />such a contention. Mrs. Sutherland further decla red tha t the <br /> <br />bill \illS hurried through Congress. The preparatory work and <br /> <br />legislative procedures have covered a period of approximately <br /> <br />two snd a half years, the facts do not support that contention. <br />
