Toward this end we refp,r to the presenta-

tion made over KGIW in. "The People Speak" program.

Mrs. Sutherland stated in her opening remarks that on the

basis of the past three years experience the debt to New Mexico

and Texas, under the terms of the Rio Grande Compact, couLd be

.retired in 10 years. Actually projecting the ptlst four years

experience in which a crerlifwBs achieved it .....ould require 21

years to retire the debt. This is' assllming that there wOllld be

no improvement in t.he accuracy of df>Livering the actual amount

of water required. Our water administrators surely will more

accurately forecast runoffs and more accurately meet required

deliveries as they gain experience. This will extend the period

of indebtedness considerably. On the basis of the expected

overdeliverr 1'.01' 1972 of tO,OOO acre feet t.he period of repayment

of this debt will be approximately 80 years! This is n bare

minimum overdelivery that will be required to assure meeting

the schedule cn lied for in the Rio Grandt' Compact.
