To permit thi" water to be <br /> <br />10Bt through evapotranspirat.ion in this area is a waste of <br /> <br />waste water. It is one of t.he responsibilities of this Board <br /> <br />to minimize waste and promote the efficient monagement of all <br /> <br />va ters in the San Luis Valley. <br /> <br />Eleventh assumption: This Board does not have sufficient <br /> <br />knowledge of the origin of the wa ter in the sump area. <br /> <br />Mrs. Sutherland states that Mr. Davis had said that one-tbird <br /> <br />of tbe water in the closed basin came from the Rio Grande, <br /> <br />one-third from precipitation, and one-third from otber sources. <br /> <br />Actually the statement made by Mr. Davi. was "......... 55 <br /> <br />per cent of the flow of tbe Rio Grande is diverted into the <br /> <br />closed basin............ the closed basin area derives more <br /> <br />wa ter from the Rio Grande than from all the other streams <br /> <br />tributary to that area combined." <br /> <br />Tbis finisbes a rebutta 1 of the eleven asaumptions wbicb Mr.. <br /> <br />Sutherland claimed had been made by this Board of Directors. <br />
