These projects, which have developed in the <br /> <br />past 20 years, are indicative of what we ...y expect if we don't <br /> <br />use our own water. These projects serve a useful purpose, their <br /> <br />utility and service to the people cannot be denied. We have <br /> <br />no quarrel with government agencies or employees or their pro- <br /> <br />jects, we simply would like to see the water resources of the <br /> <br />San Luie Valley used for the direct benefit of the people of <br /> <br />the Valley first, and the benefit of others secoud. <br /> <br />It 8hould be pointed out to those opposing this bill that the <br /> <br />con8ti tution of the StJl te of Co lorado s tJl tes the right to use <br /> <br />unappropriated water 8hall never be denied. Under recent <br /> <br />legislation this applies to both surface and underground <br /> <br />va ter. <br /> <br />As a further protection of the rights of the people of the San <br /> <br />Lui. Valley this Board is now proceeding to perfect a claim <br /> <br />to the unappropriated waters of the salvage area of the project <br /> <br />to protect such waters from any encroachment from outside of <br /> <br />the Valley. <br />
