Five <br /> <br />, <br />of the seven basin states have followed this recommendation, <br />The basinwide approach to salinity control developed by the Forum <br /> <br />relies upon numeric criteria in the lower main stem to protect water <br />quality in the basin, However, this approach is premised upon the basin <br />states acting uniformly to collectively accomplish the necessary control <br />measures to maintain salinity at or below the 1972 levels at the criteria <br />stations. The adoption by all of the basin states of the Forum's recom- <br />mended plan of implementation is evidence of the necessary basinwide ap- <br />proach. In contrast to this approach, Colorado is proposing not to adopt <br />the Forum's recommended plan of implementation to complement the Forum's <br />mumeric criteria. EPA believes this to be a serious departure from the <br />basinwide approach which has been the foundation of the joint salinity <br />control effort, <br />With this background, we offer the following specific comments for <br />your consideration. <br /> <br />A. Comments on Section 3.9.3 <br />The proposal that the numeric salinity criteria adopted in 1976 <br />(723 mg/1 below Hoover, 747 mg/1 below Parker, and 879 mg/1 at Imperial <br />Dam) be continued is consistent with the recommendations of the Salinity <br />Control Forum and previous EPA requirements establishing the salinity <br />control policy and standards procedures. As such, EPA views the numeric <br />criteria as necessary in the basinwide effort to establish effective <br />salinity control. <br /> <br />We have two comments on the narrative portions of this section. <br /> <br />First, the statement on temporary increases (page 2) is not a complete <br /> <br />-2- <br />
