<br />., <br /> <br />. <br /> <br />. <br /> <br />t<~I~U C5 <br /> <br />fjct.q'- <br />f;J (, <br />S,v <br /> <br />EPA HEARING STATEMENT <br />ON <br />PROPOSED REVISION TO COLORADO's <br />WATER QUALITY STANDARDS FOR <br />SALINITY IN THE COLORADO RIVER <br /> <br />The Environmental Protection Agency (EPA) has reviewed the December 8, <br /> <br /> <br />1979 Notice of Public Hearing concerning proposed revisions to the water <br /> <br />quality standards for salinity.in the Colorado River and the accompanying <br /> <br /> <br />policy regarding implementation. We appreciate this opportunity to address <br /> <br />the Colorado Water Quality Control Commission and look forward to con- <br /> <br />tinuing to work closely with the Commission and the Department in the <br /> <br />future toward the common goal of salinity control. <br /> <br />The Colorado River Basin Salinity Control Forum is the seven state <br /> <br />organization established to develop a salinity control program for the <br /> <br />Colorado River basin. The Forum did develop a basinwide approach to <br /> <br />salinity control which was adopted by each of the seven states in 1975. <br /> <br />This basinwide approach was approved by EPA and subsequently defended by <br /> <br />EPA and the states in Federal court as a reasonable method of salinity <br /> <br />contra 1 . <br /> <br />EPA has worked with the states and the Forum in reviewing the Colorado <br /> <br />River salinity standards, including the numeric criteria and plan of imple- <br /> <br />mentation. Following the lengthY review, comment, and public hearing pro- <br /> <br />cess, it was (and is) EPA's anticipation that the basin states would follow <br /> <br />1420 <br />
