<br /><'-I <br /> <br />000332 <br /> <br />'--') <br /> <br />Periodic reports will be prepared with a comparative analyais of all <br />plans provided in 1975, Finally. a reconnaissance report will be <br />completed by June 1977 recommending a general plan to meet the water <br />needs of the Western United States. <br /> <br />IlIIIlediate Steps of Implementation <br /> <br />The firat phase of the study will include the following: <br />(a) Develop a study plan which utilizee applicable data from all <br />on-going studies and programs. <br />(b) Estsblish procedures for multi-State and multi-agency participation. <br />(c) Encourage and assist the preparation and completion of State and <br />river basin development plans, <br />(d) Develop means to incorporate enviromnental considerations with <br />special attention to identification of new procedures aDd guide- <br />lines. <br />(e) Adopt a range of growth projections, minimum to maximum, which <br />are consistent with Water Resources Council base estimates and <br />regional adjustments. These will be modified to meet the <br />changing requirements of a general plan. <br />(f) Develop an analytical system to assist in comparing the effects <br />of alternative development proposals. This will involve large <br />masses of data requiring computer methods. Where applicable. <br />existing software such as input-output models will be adopted <br />for use. Where no such program exists, an analytical model will <br /> <br />be developed. <br /> <br />4 <br />
