<br />00033' <br /> <br />problems of establishing new population centers, the effects of varying <br />patterns of population growth and its spatial distribution, the <br />balance between industrial and agricultural production, and associated <br />effects of conditions of wster supply limitationa as well as abundance. <br /> <br />The nature of current goveronental programs and policies and institu- <br /> <br />tional patterns of organization and potentials for modification are <br />crucial in this interpretation. <br /> <br />The purpose of this initial effort is tG outline a plan of study to <br />provide a platform to launch a program of action to secure the <br /> <br /> <br />necessary inputs and coorclinate the efforts of Federal and DOn-Federal <br /> <br /> <br />entities involved. At this stage it is skeletal in its coverage but <br /> <br /> <br />w11l be expanded to incorporate the thinking and activity of concerned <br /> <br /> <br />groups. The outline anticipates that all information being developed <br /> <br /> <br />in the on-going programs will be fully utilized to insure that previoua, <br /> <br /> <br />current, and future efforts will not be duplicated. <br /> <br />As one of the first major tasks, the outline will be ezpanded into <br /> <br /> <br />a detailed plan of study setting forth specifically what is to be <br /> <br /> <br />done, when it wi 11 be done, who will do it, and the mechan181118 needed <br /> <br /> <br />to produce the coordinated study envisioned by the authorizing act. <br /> <br /> <br />The study plan will be dynamic and evolve as studies progress, with <br /> <br /> <br />provisions for continuing review and modification in response to study <br /> <br /> <br />findings, coordination processes, and changing needs of the Western <br /> <br /> <br />States. Preparation of the detailed plan of study will be initiated <br /> <br /> <br />immediately in cooperation with all participating entities. <br /> <br />3 <br />
