<br />(-) <br /> <br />00033n <br /> <br />,-, <br />" ,,) <br /> <br />recently broadened its interests and is not necessarily cOllllllitecl to <br /> <br />solving all problems on the most economical dollara-and-ceats baaia. <br /> <br />New considerations should find ways to enhance and preaerve the <br /> <br />environment aa well as to utilize the reaources. <br /> <br />Planning to meet future water neecle provides a rare opportunity to <br /> <br />recast conventional wisdom in water resource developllent and bring <br /> <br />to bear new approaches and new products of advancing technology, auch <br /> <br />as weather modification, nuclear desalting, geothe~l exploitation, <br /> <br />and the recycling of water supply, The conceptual atructure must <br /> <br />recognize the four objectives of planning that the Vater aeaources <br /> <br />CouncU 18 buUding into its new evaluation syat_: (1) national <br /> <br />economic developllent; (2) regional developllent; (3) enviroamental <br /> <br />enhancement; and (4) quality of life, <br /> <br />The major goala of the study effort are to achieve a balance aaong <br /> <br />these four objectives and to identify alternatives if conflicts occur. <br /> <br />The study wUl seek broader horboDS, be IllUltidiscipl1aary in approach, <br /> <br />and be bold enough to provide perspective, to generate discuasion, <br /> <br />and to recOllllll8lld change where needed. <br /> <br />The necessary projections into the future lIIUst consider the changes <br /> <br />that are occurring in the region now as well .. changes nationally. <br /> <br /> <br />It must recognize pressing issues of today., such .. the iapact of <br /> <br />converting water supplies from irrigated agriculture to municipal <br /> <br />and industrial use.
