<br />002332 <br /> <br />are often disruptive and may interfere with life essential <br />activities of threatened and endangered species. <br />Unfortunately, pUblic river traffic cannot be regulated <br />under current state law. However, people could be arrested <br />and prosecuted if they are found to be harassing andlor <br />destroying threatened or endangered species under Section 9 <br />of the Endangered Species Act. <br /> <br />4. Private All-Terrain Vehicles - Motorcycles, three-wheelers, <br />four-wheelers, 4x4 pickups, etc., are very disruptive and <br />interfere with life essential activities of many species <br />including threatened and endangered species. Privately <br />owned all-terrain vehicles should not be allowed on managed <br />land areas whenever threatened and endangered species are <br />present or there is potential for them to be on-site. <br /> <br />Uses of Out-of-channel Habitat <br /> <br />1. Regulated Grazing - Livestock grazing could be allowed after <br />the spring crane migration on some areas. Grazing would not <br />be utilized in areas where western prairie fringed orchids <br />were known to exist, at least not until they had flowered <br />and produced seed. <br /> <br />2. Haying - Haying could be allowed later in the summer after <br />the native grasses, forbs, and flowers had completed their <br />life cycles. Haying should not be done between April 1 and <br />July 15 in order to protect ground nesting birds. <br /> <br />3. Alluvium Mining - Extraction of sand and gravel would <br />destroy natural habitat for most species of concern. <br />Therefore, alluvium mining is not a recommended use for <br />managed lands. <br /> <br />4. Private Development - Conversion of meadows to agricultural <br />use, housing developments, building of new roads, etc. <br />should be discouraged when located adjacent to managed lands <br />and along the Platte River in general. Zoning ordinances <br />and other legislation could be used to stop some activities. <br /> <br />5. Public Camping - Camping by the public should be discouraged <br />whenever threatened and endangered species are present or <br />there is high potential for them to be on-site. <br /> <br />6. Public Picnicking - Picnicking by the public should be <br />discouraged whenever threatened and endangered species are <br />present or there is high potential for them to be on-site. <br /> <br />7.
