Problem: The rationale for limiting the objectives of Federal <br /> <br />Options: a. <br /> <br />, <br />, <br /> <br />water resource policy to net (national) economic development <br /> <br />and environmental quality has been questioned by those <br /> <br />who believe water projects should explicitly serve social <br /> <br />objectives such as regional development, social well- <br /> <br />being and conservation. Definitions for existing objectives <br /> <br />have also been criticized. <br /> <br />Add One or more objectives to the existing objectives <br /> <br />of net- economic gain and enhancement of enviroru:encal <br /> <br />quality to allow pr9jects to be designed to do the <br /> <br />fol~owing, regardless of the lack of economic or <br /> <br />environmental benefits, e.g., <br /> <br />(I) transfer income from one region to another <br /> <br />{2} contribute to cultural opportunities <br />, <br /> <br />{3} increase health, safety and security <br /> <br />{4} other <br /> <br />b. Include Social Equity as a co-equal objective so as <br /> <br />to provide benefits to low income groups and regions. <br /> <br />c. Expand the definition of the Environmental Quality <br /> <br />objective to encompass the quality of the human as <br /> <br />well as the natural environment. <br /> <br />d, <br /> <br />Emphasize ~ater conservation as a component of all <br /> <br />objectives. <br /> <br />~. .... <br />
