Definitions for existing objectives <br /> <br />have also been criticized. <br /> <br />Add One or more objectives to the existing objectives <br /> <br />of net- economic gain and enhancement of enviroru:encal <br /> <br />quality to allow pr9jects to be designed to do the <br /> <br />fol~owing, regardless of the lack of economic or <br /> <br />environmental benefits, e.g., <br /> <br />(I) transfer income from one region to another <br /> <br />{2} contribute to cultural opportunities <br />, <br /> <br />{3} increase health, safety and security <br /> <br />{4} other <br /> <br />b. Include Social Equity as a co-equal objective so as <br /> <br />to provide benefits to low income groups and regions. <br /> <br />c.
