<br />-5- <br /> <br />2. Problem: Federal water policies are frequently not coordinated <br />with overall Federal policy. Undesirable results have <br /> <br />occurred, such as navigation projects not consistent with <br /> <br />overall transportation policy and irrigation projects not <br /> <br />consistent with agricultural policies. <br /> <br />Options: a. Require each water agency to analyze and report on <br /> <br />the sensitivity of its proposals to related non~ <br /> <br />water policies. <br />b. Require the non-water agency(s) with the appropriate <br />related function to ,participate in the planning <br /> <br />effort and to concur in the proposed action before <br /> <br />Administration support is given to the water agency's <br /> <br />proposal. <br />c. Transfer relevant functlonal responsibilities of <br /> <br />water resource agencies to other agencies with <br /> <br />rel~ted non-water functions. <br /> <br />d, Direct an existing or new organization to monitor <br /> <br />and integrate'water resource policies and projects <br /> <br />with other functional' policy areas. <br /> <br />3. Problem: The Federal role in water resource development has been <br /> <br />criticized as unclear, outdated or inconsistent for a <br /> <br />number of functional areas such as municipal and industrial <br /> <br />water supply, outdoor recreation, urban flood control, <br /> <br />2563 <br />
