This is appropriate because it identifies'yhere changes in the <br /> <br />planning process could resolve multiple problems or enhance the implementation <br /> <br />of policy reforms in other issue areas. <br /> <br />ISSUES <br /> <br />A. Goals and Objectives <br /> <br />Federal water and related land resource planning and development, <br /> <br />excluding grants and loans, is guided by the objectives set forth <br /> <br />in the P&S. There are now two co-equal obj ectives: (1) obtaining <br /> <br />an economic return on the Federal investment (National 'Economic <br /> <br />Development) and (2) maintaining or enhancing the natural environment <br /> <br />(Environmental Quality). Additional objectives could be added <br /> <br />which would direct Federal progr~ to emphasize other desirable <br /> <br />, <br />ends such as a more equal distribution of income among regions and <br /> <br />improvements to security, health and safety. Federal water resource <br /> <br />policies adopted to achieve planning objectives should be consistent <br /> <br />with non-Federal roles in water resource management and must consider <br /> <br />, the entire array of water resource programs.
