The claim of appropriation made shall oonstitute one complete appropriation. The Project cf the olaimant comprises the several aforenamed units (involving the several uses) all of which are inter-dependent and after construction thereof, in a gradual, continuing and progressing manner, are to be operated and maintained together, so.as to constitute one entire water appropriation.
