<br />\. <br /> <br />0668 <br /> <br />. <br /> <br />originally designed under Plan A to include a canal from the <br />Dolores Tunnel, off the McPhee Reservoir, directly to the <br />Reservation town of Towaoc. Subsequently, a second plan, '~ <br />Plan B, was designed whereby the Tribe's irrigation water <br />would be combined with non-Indian water in the existing <br />Highline/Rocky Ford Canal, which would be upgraded to handle <br />the increased capacity. The Bureau of Reclamation favors <br />Plan B because of the following benefits: <br /> <br />1. The net cost savings to the government of Plan B <br />over plan A, will be approximately $9.6 million, <br />according to the Bureau of Reclamation Regional <br />Director, Clifford Barret, <br /> <br />2. Delivery system improvements in the canal will cut <br />down on the salt deposited into the Colorado River <br />drainage and thus, attain salinity'control <br />objectives, <br /> <br />3. Delivery system improvements will improve the <br />efficiency and production capacity of a portion of <br />the farms under the Montezuma Valley Lcrigation <br />System, <br /> <br />.. <br /> <br />4. Operation and maintenance costs will be reduced and <br />shared by Montezuma Valley Irrigation and the Tribe <br />depending upon the proportionate share of water of <br />which each entity has ownership. <br /> <br />.______ _ ..This $9.6 xni1lion in cost savings to the government <br />provides the basis of the u.te --Moun tain Ute Tribe's reques.t <br />for ~'e1ief :of the costs under- the Dolores pro:fect. <br /> <br />_~he Ute Mountain Ute Tribe's Proposal <br /> <br />_ .As sta.ted above, the Ute Mountain Ute. Tribe. lacks the <br />funds to meet construction and-.operation and mainterance <br />costs fr-om'the Dolores River project.- Reimbursable <br />constr-uction costs were estimated at $2.766 million in 1977. <br />Oper-ation and maintenance for domestic water alone will cost <br />the Tribe over $15~,OOO annually. The Tribe al~o lacks the <br />expertise to utilize the Project water when it arrives on <br />the Reservation, and is unable to afford the necessary <br />technological' help_ <br />The Tr-ibe's proposal, therefore, is that most Gf the <br />savings realized by using Plan B be channeled back to the <br />Tr-ibe.
