Substantial salinity control benefits
will also be realized by the government, These costs savings are
in comparison to those costs origianlly planned in the Doloreg River
Project Definite plan Report,

The Tribe's Water Resource Development plan would require
that $10,750,000 be spent for the Tribe in the following way:

COST

1. Municipal and Industrial Pipeline
(Approximately 21 miles of 12"
Pipeline)

$4,500,000

2. Municipal Investment and Operation
Maintenance and Replacement Fund

2,500,000

3. Agricultural, Recreation Development
Fund

3,750,000

Total Cost

$10,750,000

The specifics of the plan are as follows:

1 .

Municipal and Industrial Pipeline

The municipal and industrial pipeline would consist of approximately
twenty-one (21) miles of 12" pipeline from the Cortez Water Treatment
Plant to the .Towaoc Water Storage Tank (approximately one (1) mile
above Towaoc). This pipeline would allow the Tribe to' get a consistent
source of municipal and _industrial water from Cortez, while allowing
for a potential raw water line by-pass to enable the Tribe to treat
its own water at some future time.

The City of Cortez had developed preliminary cost estimates on
various treatment and delivery alternatives. The Tribe has selected
Option 2 - Raw/Treated Water Option (see Attachment A). As the cost
breakdown indicates, Option 2 represents a $543,000 savings over
Option 3. This represents a $43,000 decrease in annual operation and
maintenance costs. In addition, approximately--$500,000-would be saved
by not having to construct a treatment plant in Towaoc.

2. MuniciDal Water Investment Fund

The plan also calls for the establishment of a $2,500,000
municipal water investment fund which would be used for the
following purposes:

-Annual municipal and industrial water system development
and maintenance and replacement.

-Municipal and industrail water system capital construction
cost.

-4-
