Purpose by Keyes, Executive Secretary, NAIWMC <br /> <br /> <br />Your last planning meeting (November 20, 1975) on furthering weather <br /> <br /> <br />modification research in the Colorado River Region was an apparent success <br /> <br />(DAWRM, 1975). <br /> <br /> <br />On January 22, 1976, I suggested to Dr. Kahan of the Division of Atmos- <br /> <br /> <br />pheric Water Resources Management, Bureau of Reclamation, that this Council <br /> <br /> <br />was interested in providing assistance to future planning sessions (see At- <br /> <br /> <br />tachments A). <br /> <br /> <br />In March 1976, the Southwestern Water Conservation District of Colorado <br /> <br /> <br />became an affiliate member of this Council. In April of this year, Bob Tyner <br /> <br /> <br />asked the Council to become involved and to support the concept of a Colorado <br /> <br />River Heather Modification Demonstration Project (see Attachments B). As <br /> <br /> <br />most of you are aware, Mr. Tyner and myself have since helped generate this <br /> <br /> <br />meeting today. <br /> <br /> <br />Up until about two years ago, my only thoughts had been to "get it on." <br /> <br /> <br />These thoughts were stimulated by my research on a winter weather modi fica- <br /> <br />, <br />r- <br /> <br />,- <br /> <br />i <br />l1 <br /> <br />tion project in northern <br />become broader in scope. <br /> <br />New Mexico, During the last year, my ideas have <br /> <br />A phone conversation with Dr. Kahan in mid-May and <br /> <br />a May 1976 letter from Steve Reynolds (Attachments C - New Mexico) have <br /> <br /> <br />provided hopes that this Council can assist in such a project. _ <br /> <br />With the financial support of California and Utah as permanent regular <br /> <br /> <br />members of this Council and the Southwestern Water Conservation District of <br /> <br /> <br />Colorado and the Upper Colorado River Commission as affiliate members of the <br /> <br /> <br />Council, we are prepared to discuss many items today. They should include: <br /> <br />a. Forms of Local-State-Federal cooperation and coordination on <br />legal and policy questions required in such a demonstration <br />project, and <br /> <br />b. Strategies to obtain further appropriations for cooperative <br />demonstration projects, whether local, state, or federal. <br /> <br />In summary, I must emphasize that although Commissioner Stamm has indi- <br /> <br /> <br />cated the Bureau's interest in such a program, little congressional or federal <br /> <br /> <br />administrative effort will come forth to accomplish the conclusions of the <br /> <br /> <br />Hestwide report without a ground-swell of support from the public and local <br /> <br /> <br />districts within the Colorado River Basin. <br /> <br /> <br />I would now like to ask Dr. Kahan to brief us on his thoughts on research, <br /> <br /> <br />pilot and/or demonstration projects in winter weather modification programs. <br /> <br />2 <br />
