Definition of Research, Pilot and Demonstration - Archie Kahan, DAWRM, <br />Bureau of Reclamation. <br />I can think of no combination of issues more laden with controversy than <br />water in the Colorado River and cloud seeding. We have been working on the <br />problem of water supply for years and the Colorado River has been the focus <br />of much of our research. What is the difference between a research, a pilot, <br />or a demonstration project? The following definitions may help: <br /> <br />I <br /> <br />a. Research - "careful or diligent search; studious inquiry or <br />examination, especially investigation or experimentation aimed <br />at the discovery and interpretation of facts; revision of ac- <br />cepted theories or laws in the light of new facts; or practical <br />application of such new or revised theories or laws." <br /> <br />b. Pilot -, "contains words that deal with experimenting serving on <br />a small scale as a guiding or tracing device, an activity or <br />auxiliary unit of a full scale contrivance, or as a trial unit '", <br />in experimenting or in testing an apparatus, or in checking . <br />technique or cost preparatory to full scale activity." <br /> <br />c. Demonstration - "a proof by experiment." <br /> <br />i I <br /> <br />J <br /> <br />Winter orographic cloud seeding is the "better understood" option in cloud <br /> <br /> <br />seeding. That does not necessarily mean it is well enough understood. The <br /> <br /> <br />next useful step would be an investigation or experiment with the motivation <br /> <br /> <br />of achieving proof of the concept that you can usefully and in a socially <br /> <br /> <br />acceptable way augment the amount of water in the Colorado River Basin. The <br /> <br /> <br />thrust of such a project would be the idea of proving to all that you can do <br /> <br /> <br />something useful in this area. Dr. Larry Vardiman and Jim Moore have been <br /> <br /> <br />looking at the results of various research efforts both by the Bureau of Rec- <br /> <br /> <br />lamation and others for an overall understanding of what has really been going <br /> <br /> <br />on in winter orographic cloud seeding experiments. Dr. Vardiman will present <br /> <br />their results at this time. <br /> <br />~ <br /> <br />, I <br /> <br />J <br /> <br />2. Recent Results in Research - Larry Vardiman, DA\oIRM, Bureau of <br /> <br />Reclamation <br /> <br /> <br />We looked at seven different experimental projects, all of which were <br /> <br /> <br />randomized, in the Western United States (Vardiman and Moore, 1976). Before <br /> <br /> <br />I go over them, let me give you some later information on the Colorado River <br /> <br /> <br />Basin Pilot Project. The fifth year's analysis has been completed. The results <br /> <br /> <br />have not changed and are the same as the first four years. What that means is <br /> <br />3 <br />
