Keyes: I suggest changing <br /> <br /> <br />that to "with the idea of cooperation". Summers: It seems inconsistent to <br /> <br /> <br />talk simultaneously about a wholly federal obligation on the one hand, and <br /> <br /> <br />State participation on the other. Tyner: I urge leaving State participation <br /> <br /> <br />in, because we have to somewhat override OMB. Hurley: The statement should <br /> <br /> <br />make it clear that this is not pie-in-the-sky research, but a next step. <br /> <br /> <br />Keyes: I suggest that Tyner draft a 1 1/2 page statement to distribute. <br /> <br /> <br />Tyner: I feel Valantine could do it better, and Valatine agreed to put the <br /> <br /> <br />statement together. Keyes: Our monthly newsletter would indicate that the <br /> <br /> <br />statement is on its way,intended to go ultimately to Congressional delegations. <br /> <br /> <br />Summers: My understanding of the status at this point is: All the <br /> <br /> <br />States have voiced support for the concept, and Utah has voiced support for <br /> <br /> <br />cost-sharing. The Bureau's capability is for $500,000, which includes an <br /> <br /> <br />Environmental Impact Statement. Now we are ready to prepare a letter, perhaps <br /> <br /> <br />signed by governors, to go to Congressional delegations and other governors. <br /> <br /> <br />Tyner: We need some leg work going on along with the letter. <br /> <br /> <br />Valantine: I suggest that we contact those in our own and adjacent States. <br /> <br /> <br />Tyner: I promise to get IvaI Goslin (Upper Colorado River Commission) to take <br /> <br /> <br />care of the upper basin States. Valantine: I will contact the lower basin <br /> <br /> <br />States. <br /> <br />Keyes: I suggest that Hurley and Tyner get together with Utah and <br /> <br /> <br />Colorado about what is going on within States. Tyner: States that are <br /> <br /> <br />actively involved in weather modification should say so to Congress; those <br /> <br /> <br />that are not involv~d should say nothing. <br /> <br /> <br />Hurley: One of the next items we would need are the memorandums of under- <br /> <br /> <br />standing. Keyes: I will work on this before the next meeting between the <br /> <br />basin States. A LARGE AMOUNT OF DISCUSSION INDICATED THAT \olE MAY WANT TO <br /> <br /> <br />ADDRESS THIS AT OUR NEXT PLANNING MEETING. <br /> <br />42 <br />
