Valantine: <br /> <br /> <br />First, the Board voted approval of the general concept, but felt that some <br /> <br /> <br />"gray areas" were not spelled out sufficiently to warrant specific endorsement. <br /> <br /> <br />For example, they wondered whether it really would take ten years to prove an <br /> <br /> <br />increase in runoff, and they questioned whether such broad geographic coverage <br /> <br /> <br />is necessary for a demonstration, Keyes: I suggest that the Bureau make both <br /> <br /> <br />sides of this correspondence available, so that participants would know the <br /> <br /> <br />details. Hurley and Valantine: \ole agree, <br /> <br /> <br />Valantine: Second, the Board wants assurance that the project will <br /> <br /> <br />include measures of runoff in unseeded areas (both downwind and upwind of the <br /> <br /> <br />project) ~hich constitute adequate controls. The Board still wants a precise <br /> <br />control design. Hurley: I hope we all realize the increasing difficulty in <br /> <br /> <br />locating suitable areas for control, because more and more places were being <br /> <br />seeded. <br /> <br />~ <br />[ <br />~ <br /> <br />Valantine: Third, the Board wants assurance that information on <br /> <br />changes in runoff will be made available to the scientific and hydrological <br /> <br /> <br />c.ommunities. <br /> <br />(Since all three concerns already were subjects of correspondence between <br /> <br /> <br />the Colorado River Board and the Bureau of Reclamation, there was no further <br /> <br /> <br />discussion of them at this time. Tactics for Advancing the Demonstration Proiect <br /> <br /> <br />Tyner: Do you feel comfortable initiating something in the absence <br /> <br /> <br />of several participating States? Valantine: I have confidence in the lower <br /> <br /> <br />basin States being behind us' Tyner: I feel the upper basin States still <br /> <br /> <br />needed some selling. Besides the Bureau's giving testimony for the weather <br /> <br /> <br />modification program, we need to get the Bureau's capabilities firm in every- <br /> <br /> <br />body's mind and let each promote his part of the package, We should point <br /> <br /> <br />out that the Colorado River crunch is with us now, <br /> <br /> <br />Valentine: I suggest that a support statement should cover two <br /> <br /> <br />justifications: (1) PL 90-537 stated that it is a national obligation to <br /> <br />41 <br />
