The remaining manuals, along with <br /> <br /> <br />the Bureau's telemetry generators, went to California. Tyner: Hjermstad was <br /> <br /> <br />the last manager of the Bureau's Colorado Pilot Project. He has analyzed the <br /> <br /> <br />seedability of storms over the area and has adjusted the criteria for the new <br /> <br /> <br />program. Kahan: One of the problems in the Pilot Project was the requirement <br /> <br /> <br />of the statistical design--once a 24-hour period was classified as seedable, <br /> <br /> <br />it was unchanged, however during an operational program it could be reclassified. <br /> <br /> <br />Also, in the analysis there was a mix of increases and decreases with the de- <br /> <br /> <br />creases being in the deep, wet storms. Cold top clouds, as found in the Climax <br /> <br /> <br />Experiments, also provided decreases in precipitation when seeded. East~ate: <br /> <br /> <br />How has the current program managed to by-pass opponents in the San Luis Valley <br /> <br />(the ones that the opposition in North Dakota keep bringing up as examples <br /> <br /> <br />against cloud seeding)? Tyner: The 1972 problems in the San Luis Valley oc- <br /> <br /> <br />curred during the hail suppression operation. The ranchers wanted the hail for <br /> <br /> <br />more moisture. The residents felt the Bureau of Reclamation program might be <br /> <br /> <br />robbing their moisture. However, public acceptance has been gained since the <br /> <br /> <br />San Luis Valley people ran their own program last winter. Therefore, public <br /> <br /> <br />acceptance is being gained through continued demonstration of projects. This <br /> <br /> <br />is why the Bureau's proposed series of lO-year demonstration programs is really <br /> <br /> <br />needed. Keyes: Is it true that almost everybody was for the operational <br /> <br /> <br />program last year? Tyner: The people in the path of avalanches (Lake City, <br /> <br /> <br />Ouray, Silverton and Telluride) still oppose seeding, but that opposition is <br /> <br /> <br />fading away. Kahan: The four-to-one resistance polled in the San Luis Valley <br /> <br /> <br />probably reflected ill feeling left over from the hail suppression effort; the <br /> <br /> <br />question asked in the poll did not differentiate among kinds of weather modifi- <br /> <br /> <br />cation. Valantine: Which organization is running the program in Colorado? <br /> <br /> <br />Morrill: The program manager is Colorado State University under'contract with <br /> <br /> <br />the Colorado \oIater Conservation Board. The southern area is under contract <br /> <br /> <br />with the Southwestern Water Conservation District. Professor Lew Grant <br /> <br /> <br />designed the central and northern program areas for seeding by ground generators <br /> <br /> <br />and some seeding by aircraft. Little opposition existed at the legislative <br /> <br /> <br />hearings on the program.
