Under this proposal, the Bureau of Reclamation was limited <br /> <br /> <br />to research activities only. <br /> <br /> <br />Little action was obtained from the State agencies in Colorado for a <br /> <br /> <br />month or so, however, we had apparently sold the department heads on the <br /> <br /> <br />program as a three-way cooperative effort of the localities, the State of <br /> <br /> <br />Colorado, and the Bureau of Reclamation. This way, we felt a larger voice <br /> <br /> <br />could be heard as to the future of weather modification as related to the <br /> <br /> <br />Colorado River Basin, even though there has been apprehension among some <br /> <br /> <br />people in the other States. The apprehension being that eventually there will <br /> <br /> <br />be an attempt to try to bring title to the increased water provided through <br /> <br /> <br />weather modification and once people claim title there would be an attempt to <br /> <br /> <br />try to sell the water to a customer. However, it would be much better that the <br /> <br /> <br />modification program for the Colorado River Basin be funded with a broad enough <br /> <br /> <br />base that the water would be administered according to the present laws of the <br /> <br /> <br />river. <br /> <br />~ <br />, <br />t <br />f <br />r <br />. <br />f <br />t <br />l <br />ti <br /> <br />The department heads then asked Governor Lamm to support weather modifica- <br /> <br /> <br />tion as one means to alleviate the drought conditions in the Colorado River <br /> <br /> <br />Basin. The Governor bought this proposal and then submitted it to the Colorado <br /> <br /> <br />Legislature. Meanwhile, Lew Grant at CSU had asked that the program be broad- <br /> <br /> <br />ened to include a strip up through the Continental Divide through most of the <br /> <br /> <br />State. The Legislature funded the program for approximately $250,000 ($189,000 <br /> <br /> <br />from State money, $22,000 from the Bureau of Reclamation, and the remainder <br /> <br />from the localities). <br /> <br /> <br />The rest of the story concerning the program is histroy. The southern and <br /> <br /> <br />central areas have the contractor Larry Hjermstad (Western Weather Consultants). <br /> <br /> <br />An aerial firm (Colorado International Corporation) is the contractor on the <br /> <br /> <br />northern area. Also, flexibility does exist for aerial operations in the <br /> <br /> <br />central area. <br /> <br />, <br /> <br />Presently, planning is being done for the next two-years of the overall <br /> <br />program. <br /> <br />Valantine: Can you describe what areas are involved? Does the <br /> <br /> <br />project use Bureau facilities? Are current operations overcoming the errors <br /> <br /> <br />described in the Pilot Project's evaluation report? Tyner: The southern area <br /> <br /> <br />is about two-thirds of the Colorado Pilot Project's target area. The contractor <br /> <br /> <br />(Larry Hjermstad) is overcoming the difficulties encountered in the Pilot Project. <br /> <br />31 <br />
