002713

from the State agencies of Agriculture Extension Service, Water Rights (State

Engineers Office), State Lands, the Director of the Utah Water Users Associa-

tion, and a statistician from the University of Utah. There are three

meteorologists involved, one from the National Heather Service, the University

of Utah, and private practice.

The committee has been formed now for about a year and we have had a few

meetings with them. However, we have found the best way to utilize the mem-

bers of the committee is to go to them individually when we have a problem in

their particular field. \oIhen we have had research proposals come in that

required the knowledge of a meteorologist to adequately review; we had each of

the three meteorologists review and make comments and recommendations, \oIhen

we had questions concerning operations in the National Forests or National

Parks, we called the particular agency representatives for advice, etc. When

we had license and permit applications from the North American Weather Con-

sultants and Atmospherics Incorporated, we had all members of the committee

review the applications and make comments and recommendations which are relayed

to the Board of Water Resources so the Board could act on the license and

permit applications, This committee has been very helpful to our program this

year,

e. Office Committee

We utilize the personnel in our office for advice and counsel on this

program. Leading the way is our Director, Dan Lawrence. Dr, Norman Stauffer

is our Chief Hydrologist, Mr. Robert Murdock, our Chief Engineer, was in the

forefront of this program and was a principal in drafting the law. Mr. Paul

Gillette, the Assistant Director, was an original in the program and organized

much of the present program, and myself.

These people not only offer technical advice and counsel, but administra-

tive advice as well. All proposals are routed through these people for their

review, then we will bring in outside experts for their advice.

I believe this covers the high points of the Utah Program. I would be

happy to respond to questions,

Warburton: \oIhy isn't the Wasatch Range in the project area?

Summers: The Wasatch front area, which includes from Provo on the south to

Ogden on the north, has had ample water supplies for the past 10-15 years and

14
