<br />n ;> "l 7 J ') <br />out:. .,(.. <br /> <br /> <br />Dr. Harper, from Brigham Young University, is the sub-contractor doing <br /> <br /> <br />the work on an ecological study in the Uinta Mountains. The study area is <br /> <br /> <br />on the north slope of the Uintas near the east fork of the Black Forks River. <br /> <br /> <br />This. study was initiated jointly by the Bureau of Reclamation and the State <br /> <br /> <br />Division of Water Resources. The Bureau was interested in obtaining some <br /> <br /> <br />environmental baseline data that could be used in an EIS and we were interested <br /> <br /> <br />in the same thing. The Bureau is supplying the funds for the project under a <br /> <br /> <br />contract with the Division, and we have in turn contracted with Dr. Harper for <br /> <br /> <br />the field work and analysis. This study is planned to continue for three years. <br /> <br />c. Information Dissemination <br /> <br />. <br />~ <br />r <br />r <br />~ <br />r <br />, <br /> <br />One of the major challenges of a weather modification program is to <br /> <br /> <br />convey information to the people about what is happening in the program, par- <br /> <br /> <br />ticularly in the operational projects. The challenge is not only to give them <br /> <br /> <br />the information, but do so in a manner in which it means something to them. <br /> <br /> <br />The Newsletter is the main tool in which we have used to disseminate informa- <br /> <br /> <br />tion. We have a mailing list of approximately 600 interested parties for this <br /> <br /> <br />publication. In the Newsletter, we have tried to print articles that would not <br /> <br /> <br />only inform the reader, but teach him about the technology of weather modifica- <br /> <br /> <br />tion. I would appreciate receiving names and addresses from any of you who <br /> <br />would like to receive the monthly Newsletter. <br /> <br />I <br /> <br />d. Technical Advisory Committee <br /> <br /> <br />The Division of Hater Resources does not employ a large staff of <br /> <br /> <br />people to administer the State's Weather Modification Program. I am the co- <br /> <br /> <br />ordinator on a three-quarter time basis, and I have a one-half time secretary, <br /> <br /> <br />and a meteorology student working through the summer as my aide. My academic <br /> <br /> <br />training is in Civil Engineering, and a year ago, the closest that I had come <br /> <br /> <br />to meteorology was watching the weather on the 6:00 and 10:00 P.M. news. <br /> <br /> <br />Therefore, we felt we needed the advice of some experts to guide our decisions <br /> <br /> <br />in the weather modification field. Therefore our Director, Daniel F. Lawrence <br /> <br /> <br />extended invitations to fourteen individuals in both governmental service and <br /> <br /> <br />private enterprise to serve on a technical advisory committee. The committee <br /> <br /> <br />is comprised of representatives from the Federal landlords and Federal agencies <br /> <br /> <br />with interest in weather - Forest Service, Bureau of Land Management and <br /> <br /> <br />Reclamation, National Park, and Soil Conservation Service, and representatives <br /> <br />~ <br /> <br />13 <br />
