The lake is high <br /> <br /> <br />enough to flood some industries on the lake shore and any attempt to increase <br /> <br /> <br />runoff in watersheds (Bear, Weber, Jordan) that drain into the lake is at best <br /> <br /> <br />controversial. Valantine: Would the Bureau of Reclamation need to seek a <br /> <br /> <br />change in the Utah legislation in order to conduct the demonstration program <br /> <br /> <br />in Utah? Summers: They probably would want to. We have commissioned a legal <br /> <br /> <br />study to investigate this question as well as others. The Bureau has had a <br /> <br /> <br />similar study done by their regional solicitor, also. Valantine: What is the <br /> <br /> <br />feeling of the Water Users of Utah about changing the water rights structure? <br /> <br /> <br />Summers: The Hater Users would resist very strenuously any change in the water <br /> <br /> <br />rights law or structure. The change I believe you refer to would be in the <br /> <br /> <br />Cloud Seeding Law. The water rights structure is not in question here, I do <br /> <br /> <br />not believe. Question from the audience: What was the basic reason behind the <br /> <br />failure of the South Dakota Legislature to fund that state's program? Has it <br /> <br /> <br />opposition? Summers: There was some opposition and I heard it caused some <br /> <br /> <br />effect, but there was also a tight rein on money. Comment from Silverman: <br /> <br /> <br />That program may be resurrected. The Governor has appointed a task force on <br /> <br />job relief in which weather modification is to be considered. Also weather <br /> <br /> <br />modification is going to be back in the Governor's budget for next year. <br /> <br /> <br />Comment from Keyes: Also the Democratic party, which met over the last week- <br /> <br /> <br />end, included a plank in its platform calling for reinstatement of the state <br /> <br /> <br />weather modification program.
