(At Thistle, this <br />idea did not prove effective). All available equipment from the state <br />Highway Department, Eagle County, local governments, private contractors <br />should be inventoried. If possible, arrangements with each owner should <br />be worked out ahead of time. Maintaining an opening to keep the slide <br />from creating a dam may require explosives to be on hand. The need for <br />permits from the Army Corps of Engineers to work in the river should be <br />checked out as soon as possible. The Army Corps of Engineers also has a <br />program for performing advanced measures and may be able to provide <br />technical and financial assistance during a flood fight. The Sacramento <br />District of the Corps should be contacted to determine exactly what <br />assistance may be possible. The CWCB is available to provide <br />coordination. <br /> <br />6.4 9tgQili.gtiQO_Qf_91igg_Brgg2 <br /> <br />Movement in the slide is directly related to the level of water <br />saturation. By providing drains or other seepage paths, the water <br />content can be significantly reduced. An investigation should be made to <br />determine where such drains could be effective, especially on the Meadow <br />Mountain slide. Pipelines may also be necessary to take drained water <br />away from the area. The Colorado Geological Survey is looking at several <br />options in this area. <br /> <br />Irrigation practices on or in the basin immediately above the slide <br />areas should be investigated and delivery of trans-basin water to the <br />slide areas should be stopped immediately. The State Engineer should be <br />able to provide assistance in identifying water rights and their owners. <br />
