Eagle County <br />should develop a plan (or modify existing plans) for the unincorporated <br />communities of Edwards, Wilmore, and Wilcott. <br /> <br />An essential element of the plan would be detection of significant <br />movement on the slide areas. The plan could be set up so that <br />predetermined rates of movement would trigger specific action on the part <br />of each local jurisdiction.
