002236

2,1, Estimate the cost to port the CRDSS-CU FORTRAN program to a PC and
operate without a GUI. This includes three modules Pre _ cu, Run _ cu and
Post_cu, Anticipate some enhancements (approximately I week of effort),
2,2, Estimate the cost to select a GUI building environment (XVT, ACCESS,
other) which is consistent with State maintenance plans,
2,3, Estimate the cost to develop a GUI for CRDSS-CU which operates on a
PC with a Windows 95 operating system, For planning purposes, make an
assumption regarding the GUI building environment. Also, expect the PC
GUI to be similar to the UNIX GUI with the following exceptions at a
minimum (Others are expected to be identified by the scoping):
2.3,1. Simplify data presentation based on equation type (Blaney Criddle
or Penman-Montief)
2.3,2, Disconnect direct access to the CRDSS database (Assume data will
be provided via an ASCII file similar to the approach currently
used for processing on a County/HUC basis),
2,3.3, Simplify the scenario selection procedure that currently requires
the user to continuously select a scenario,
2.3.4. Use an approach, look and feel which are similar to the existing
StateMod GUI. For example, replace output presentation of
tabular data with an existing editor that provides search
capabilities.
2.3,5. Remove the Scenario handling capabilities, Assume the PC user
will load and save files similar to other Windows 95 applications,
2.3,6, Implement procedures which simplify applications to both
County/HUC and StateMod Consumptive Use requirements,
2.4, Estimate the cost to develop procedures in CRDSS-CU which simplify
calculations commonly performed to assess a water transfer application,
2,5, Estimate the cost to implement data base transfers and PC storage
procedures which allow CRDSS-CU to operate on a PC. Consideration
should be given to an FTP download site for data transfer and both ASCII
files and a local database such as ACCESS for data storage on a PC,
2,6, Estimate the cost to reproduce irrigated consumptive use for one basin on
a PC to identify, resolve and/or explain any discrepancies associated with
the porting ofCRDSS-CU to a PC.
2,7, Estimate the cost to prepare a memorandum which describes the porting of
CRDSS-CU to a PC,
2,8, Prepare a Task Order formatted similar to this document which includes
the cost, and schedule to implement the porting ofCRDSS-CU to a PC,

3. Task 3 Develop unique operating rules for StateMod to simulate the Check
Case Settlement on the Colorado River Basin model.

Introduction: The Check Case Settlement operates the Orchard Mesa Check
differently from the historical operations which were implemented in the
Colorado River Basin Water Resource Planning Model. The State needs

c:/w/crdss/scope/R TiltoROSS-1.doc

1/16/97 - 2
