The City is currently in the process of planning <br /> <br />for an addition to this project which will be entitled the Homestake II <br /> <br />Proj ect, <br /> <br />Because these projects are located in the Colorado River <br /> <br />Basin, they will be directly affected by the Commission's determinations <br /> <br />with regard to salinity control in that Basin. Therefore, the City of <br /> <br />Colorado Springs believes that it has a direct interest in the <br /> <br />determination of salinity standards for the Colorado River Basin, from <br /> <br />both a technical and a policy standpoint. <br /> <br />3. General Nature of the Testimony to be Presented. The City of <br /> <br />Colorado Springs intends to present testimony, as evidenced by its Pre- <br /> <br />hearing Statement, which is attached to this Application for Party <br /> <br />Status. In summary, it is the position of the City of Colorado Springs <br /> <br />that salinity control on the Colorado River should be a basin-wide <br /> <br />approach and the only responsible party for that control should be the <br /> <br />V.S. Government, The basis for this position is that the salinity <br /> <br />controls on the Colorado River have been developed as a result of the <br /> <br />Treaty with Mexico along with the various Minutes thereto. The several <br /> <br />States and various local governments affected by this Treaty have not <br /> <br />had an opportunity to participate in the determin~tinn of yhPthpr or not <br /> <br />salinity standards should or should not be implemented. Therefore, the <br /> <br />City believes that the Water Quality Control Commission should take the <br /> <br />position that salinity control on the Colorado River is the sole re- <br /> <br />sponsibility of the V,S. Government, and neither the States nor local <br /> <br />-2- <br /> <br />1495 <br /> <br />4/23/82h <br />
