<br />/'.4. ~ I ; r~ <br />1'- <br />"I"> ,... <br />~ <br /> <br />@ <br /> <br />(j) <br /> <br />@ <br /> <br />. <br /> <br />. <br /> <br />governments should be expected to expend monies to comply with an <br /> <br />obligation of the United States Government to a foreign power. <br /> <br />Furthermore, the City is concerned about the lack of meaningful <br /> <br />participation by the Commission in the preparation of the Salinity <br /> <br />Control Forum"s Report, The importance of this document cannot be <br /> <br />understated, particularly in view of the costs involved to various <br /> <br />projects in Colorado. <br /> <br />The City is also concerned about the reliability of the Forum's <br /> <br />modeling process, particularly in light of data can~dic,tion8-in <br /> <br />alleged salinity level increases in the Colorado River. <br /> <br />Finally, the City notes the apparent conflict between the rights of <br /> <br />water users and ~208 Plans which are developed to protect salinity <br /> <br />levels in the Colorado River. <br /> <br />WHEREFORE, the City of Colorado Springs respectfully requests that <br /> <br />this Honorable Commission grant its Application for Party Status, and <br /> <br />make the City of Colorado Springs a party before these hearings, along <br /> <br />with all the rights attended to that status pursuant to the Water <br /> <br />Quality Control Act, the Administrative Procedure Act and the various <br /> <br />procedural rules thereto. <br /> <br />Respectfully submitted, <br /> <br />JAMES G.
